In his despatch of the 27th August, 1946, at (80A) on the 1946 file, the Ambassador recommended 5 students for F.B.I. Scholarships from a field of 19 candidates. This would complete the 10 scholarships agreed to in (39) on the 1946 file, the first 5 students having arrived here last summer. The Governor now asks that the cost of these second 5 scholarships should be met under C.D. and W.

We can agree I think to make an application to the Treasury on this basis. There should be no difficulty in view of the Treasury letter of 9th December, 1944 at (26) on the 1946 file. It will not be possible to give an exact estimate of the cost until we know with which firms the selected students will be placed, but I think the cost of the 5 students who are already here will be a sufficient basis for an interim grant. If Mr. Harding agrees to this, perhaps Mr. Hammer would very kindly provide details of what the 5 F.B.I. students already here are costing the Hong Kong Government.
As regards endorsement of the Ambassador's selection of 5 of the 19 candidates, as before we must take the advice of the F.B.I. especially as they are responsible for placing the students with appropriate engineering firms. Mr. Jenkins of the F.B.I. already has the examination papers referred to as enclosure D in the despatch at (80A) and I have now telephoned him and asked him to let us know as soon as possible if he agrees with the selection. he will do and we can then reply to the Foreign Office's letter at (1) and the British Council's letter at (3).
Meanwhile I have spoken to Miss Lake re (3).

The proposal to pay the second batch of scholars from C.D. W. may lead to the Treasury asking that the first lot should be paid in the same way. If Eastern Department are happy about this I have no objection to an interim scheme.
